Questions about rust and removing it from my hood

I have what appeart to be a rust stain forming on the hood of my car, at least that what I think it is. I live in the city, so garage parking is hard to come by, though I’ve managed to keep my car garaged for 2 (first and the current year) of the 5 years that I’ve owned it, though it was kept outside on the dealer lot when I bought it (in the winter).

Anyway, it’s not rust yet. It’s a somewhat dark orangey color. The paint feels a bit softere. I half think that my car was damaged by someone in my garage. Is there any way to prevent this rust, or should I wait until it becomes clearly noticeable and get my car painted?

It is rust already. If you really want to prevent further corrosion it is best not to wait but you’ll probably have to sand down to bare, bright metal and reprime to prevent more rust.
