When I lived in Israel, I remember the use of the word kli (tool) as slang. In English, calling someone a tool is an insult. But I can’t remember if it was a compliment or an insult to call someone a tool. Which one is it?

Big compliment, but not a generalized one - it basically implies competence in somehing specific. For instance, you can say, “He’s a real kli with a computer.” It’s often intensified to kli kli (doubling is often an intensifier in Hebrew slang) or even kli kli choosharmutah (occasionally abbreviated to “kakchash”)
The feminine form of the word is “kelah”.
Alessan may have been too… polite… to mention it, but Kli can also be used, independent of the above, to describe a very specific, er… anatomical “tool” (although that’s a direct noun, refering to the thing itself, not a description of the “carrier”, so probably isn’t what you meant. But it’s a fun word, anyway)
