I recall reading in The Bell Curve Wars that, since WWII, a lot of Third-World countries have raised their average IQ by a full standard deviation. They did this without any change in the genetic makeup of the population – it’s all down to improvements in public education, health, sanitation and nutrition.

Culture and environment can change in one or two generations. Biological characteristics take hundreds and thousands of years to change. If the obvious differences between the races in terms of average intelligence, crime, and sexual behavior were due to environmental differences we would expect more variation within a race and less variation between the races.
Crime and sexual behavior are more flexible than average intelligence. In the United States during the 1960s and 1970s the crime rates for blacks and whites increased. So did illegitimacy. Nevertheless, blacks had higher rates of crime and illegitimacy in 1960. They also had higher rates in 1980.
Exactly. Compare (for example) Botswana’s average IQ now to Poland in the early to mid 20th century, and they’ll be about the same (or even advantage->Botswana)[couldn’t find a cite for this… I’ll keep looking].
I’m on the front lines of No Child Left Behind. I haven’t conducted rigorous research, but anecdotally, kids with rough home lives do much worse than kids with academically-focused, stable home lives. This holds true regardless of race. Where I teach, there’s a relatively small black middle class, but those black kids from middle-class backgrounds do just fine on tests.
NCLB is a hot mess, but attributing the race gap to genetics is sloppy thinking that flies in the face of my experience.

Stating that problems with “Head Start” proves Phillipe Rushton is correct is exactly analogous to stating that the Challenger disaster proves that rockets don’t work, or that the Ukranian famine proves that agriculture doesn’t work. Experiences vary. School teachers I have talked to have told me that predominantly black public schools are dangerous places where little learning takes place. One teacher told me that many blacks have difficulty understanding concepts as simple as negative numbers and fractions.
You may attribute that to environment. Why do blacks recreate the same bad environments everywhere they go?
Vietnamese war refugees began to migrate to the United States in the late 1970s. The children had lived for years in refugee camps, and under war conditions. Nevertheless when they came to the United States they often out performed middle class whites in school.

Are you saying that predominantly black schools, no matter what their location or the socioeconomic background of their students, produce similar results? What kind of places were the schools you earlier referred to (and I mean the general area, not just the school itself)?

Funny thing, I don’t recall the New Deal being racially selective. (Not that there might not have been some racial differences in actually providing the benefits on-the-ground – I know the postwar federal subsidy of homeownesrhip loans was racially selective, and that the politics of the day might well have made a non-racist program impossible.)
