Assume you’re not speeding (he was apparently) or otherwise violating the law. If the police pull you over stop you over because they are suspicious you are cruising for prostitutes, and you have a “known local prostitute” in the car and $ 50 in your pocket. If you and the the hooker say you are discussing linguistic meta theory, or the Cubs chances next year, can the police do anything at that point other than scold you? Can you be arrested simply for driving slowly up and down a known street where hookers hang out?
There are a lot of municipalities that have ordinances that forbid “cruising”. Sometimes it’s defined as passing the same spot more than three times in an hour and sometimes it’s left a lot more vague. Prostitution is one reason they do this. Gay men looking for a hook-up is another. Sometimes the two overlap.

Under normal circumstances I do not believe that the police could ticket you for solicitation just for picking someone up. However, they might ticket you for cruising in a jurisdiction with those sorts of laws. Furthermore, many places have laws against picking up a hitchhiker. Finally, consider that if the girl is an under cover cop even if you haven’t said anything incriminating it is essentially your word against hers.

The part I like was “This is an extremely serious allegation against Denny Neagle and we are continuing to gather all information about it…” The actual alleagation (which was confessed to) was that Denny Neagle got his dick sucked by a $40 ho. This is “extremely serious”? I’d think more like low (and embarassing) misdemeanor.
