What are you trying to do, more precisely? A VPN requires both software on your end, and a server on the other end of the VPN. That’s usually something set up by your school or employer (IME). You can also set up a server of your own – say, something at home, so you can securely browse while traveling. That takes a great deal of tech know-how, especially if you want it to work well.
Finally, there are companies that will sell you VPN service. I can’t recommend any of those – I’ve always had a VPN supplied to me for one reason or another. I suspect the vast majority of dopers who have need of a VPN have never used a commercial service.
