Refinancing State Student Loans already in Consolidation

It’s now possible to refinance FEDERAL student loans for as low as 3-4%, but I have seen nothing for State student loans.

I consolidated all my loans (none Federal) in '93 for a twenty year term at 8% which seemed reasonable at the time. Considering current interest rates and the fact that my loan payments are direct debited and have never bounced even once during the past nine years, 8% seems awfully high.

The bank has no interest in re-financing it, my banker says my best bet is a home equity loan but for various reasons this is not presently feasible for me. Any other ideas? Is there a market in the US for re-financing high rate State student loans?
