Tripler I disagree. and would point out that to others, your singling that line cutter out for attention may constitute suspicious behavior (why does he want them delayed?, why does he care about them at all?). so we’re all going to wait while cops check out rude behavior.

when I worked at a correctional facility, I was taught to think in terms of ‘reasonable level of response’, so the fact that all the residents were supposed to do what I said when I said it (direct order) and failing to do so could result in them being arrested and returned to prison, I would have caught hell for using that level of authority for them doing some minor rule infraction. and when they talked about wanting average folks reporting suspicious stuff I suspect they were hoping for things like wanting to learn to fly but not land a plane, vs. “he cut in front of me in line. TWICE!!”.
Given my current position, I would like to think I’m fairly well versed in the concept of a ‘reasonable level of response’. And I agree with you that it is effective and works.
I still maintain that a few quiet words to an officer is unreasonable given the scenario of the OP.

What I said I might consider an accusation was saying that a person “looked suspcicious”.
