"restrictions": I can't install modem driver

Computer gurus, please help me, please.

Short story: My Acer laptop had a glitch, I reformatted the hard drive, and installed windows 98 with no problem. Except that the display only shows 16 colors and the computer is under the impression that it has no modem. Yes, I need to get and install the appropriate drivers. So I attempted to do that with the modem driver (that I dloaded from the Acer site via another computer) and when I tried to install the program onto my laptop, I recieve the following popup error message: “This operation has been cancelled due to restrictions in effect on this computer. Please contact your system adminstrator”.

So along with seeking MS technical support, I’m asking help from the Dopers. What does this error message mean, and more importantly, how can I make the problem go away so I can get my laptop up and running?

Hrm. Did you install TweakUI? This board has a thread on it. I seem to recall a similar problem relating to IE and its properties panel showing up here that required a MS fix. If the link is no help, perhaps someone else can be more precise.
