That one is borrowed from “Big Jake”: Whenever Jake introduces himself as Jacob McCandles, the other person says: “I thought you were dead.”
“He’s dead, Jim.”
Alternatively, “Jim, he’s dead.”
Most of these are always said by the same character, and thus is more of a catchphrase for the character saying it than the character receiving it. Some are things that were only said once; hardly a catchphrase at all, no matter how often fans repeat the line.
How about “Yes. We know who you are,” said by many people (and Daleks) to Harriet Jones.
“Hey, aren’t you the horse from Horsin’ Around?”
“Meathead” stuck to Michael Stivick, but rarely used the term himself.

Yeah, I have to agree. Perhaps my definition should have stipulated that a reverse catchphrase needs to be used by multiple other people. I consider lines like “Tish, you spoke French” and “He’s dead, Jim” to be catchphrases of Gomez Addams and Leonard McCoy, not reverse catchphrases of Morticia Addams and James T. Kirk.
How about “Yes, (Prime) Minister”? Virtually every episode ends with those words. It’s only ever said to Hacker, but despite the fact that sometimes it’s said by someone else, is probably more a Sir Humphrey catchphrase, as he says it by far the most often.

“Thank you Mr. Grace.” Are You Being Served?, Always in response to his catchphrase “you’ve all done very well!”

I don’t know if character’s names are really a “catchphrase”, even if spoken in a particular way. But if you want to include it, there’s the classic exasperated GILLIGAN!
From the days of radio, Fibber McGee and Molly: “Tain’t funny, McGee.” (Uttered by Molly.)
“Doctor? Doctor who?”
And the classic, “It’s bigger on the inside.”
It’s only in one episode, but the The IT Crowd has a story line where Jen wants to apply for another job, and each time she tells someone else about it, the other person says, “It’s not for you, Jen.”
During Christopher Eccleston’s tenure on Doctor Who, there was a running joke.
Other Character: You’re from another planet?
The Doctor (cheerful): Yes, I am!
Other Character: Why do you have a Northern accent?
The Doctor (angry): Lots of planets have a North!
