Well, there is an Italian city called Mantua, so that’s the likeliest explanation.

The closest I can come up with is “manualis.” It is defined in my Latin dictionary as “that which can be held in the hand (sometimes used with risque applications).”
Also, “Manus” (hand) has some questionable translations. One of my favorites is “like an elephant’s trunk.”
Other than that, my book agrees with longhair75.
The Latin word you’re thinking of is mentula, I believe.
