This question has been asked and answered many times here before; they are ordinary insects that leave a blurred streak on video and film because of the frame rate and exposure time.

I take it all back; I’ve just seen some rods just like this one right here in my house.
What is it about this particular Urban Legend/wacky rumor that makes it so damn persistent?
Here’s how I understand the story:
There are these rod-objects that are real. They can be of variable size, two to (what?) twenty inches long. But unlike all the other real objects of this size you and I have ever experienced, they can’t be seen with the naked eye. You can only see them in photographs.
No tellers of the rod story seem to noodle through the above and reason that if the rod-objects can only be seen in photos, they might somehow be a function of photography.
Why?
Rods are clever devices designed to clean up the mysterious leftovers from contrails.
If left unchecked, contrails would have already eliminated much of our poplulation. Thanks to rods - the mysterious contrail cleaner - we are safe.
I don’t know where you dug up that nugget of ignorance Philster, but if you had researched the subject properly, you’d have found that they are actually genetically-engineered hybrid alien creations, deliberately released into the environment by the manufacturers of aluminium foil. The reason that they can’t be seen except in photographs is the same as the reason why most people can’t see tiny alien space shuttles in the faked Moon landing photographs and that the surface of Mars looks like ordinary rocks and dust. If you take steps to shield your cranium from the orbital mind control lasers, all will be revealed.
I was able to reproduce rods on film this past weekend without realizing it. I was hiking along a ridge taking pictures. I was swarmed by hundreds of black flies all day long, but when I took the pictures, I didn’t see them in the frame. When I looked at the images later, sure enough, there were “rods”. I could also see the blurred images of hovering flies.
You must already know that anything associated with “Roswell” is a bunch of crap, right?

Does Roswell really exist?
I grew up in Roswell, and my parents had a friend named Rod who lived around the block. He liked to walk his dog and he had an RV. So there’s your answer.
For anybody who thinks that the rods are a real critter: I will pay $500 to anybody who can bring me a specimen (dead or, preferably, alive). And I don’t mean gluing together 5 or 6 dragonflies or crap like that. I suspect that we can even get more people to add to the pot.

I always thought that the rods were simply an ultralightweight gossamer version of centipedes and millipedes which converted their legs into feathery fin-like wings.
Really? Anything in particular that helped you form that idea? Or am I being whooshed?
Well, there’s absolutely no evidence, but it’s a scientific fact.
These animals have been shown on every major network and many info shows. ABC, NBC, CBS, FOX, DISCOVERY, in search of, and a few others have done specials on these. Do you really think they would risk their credibility and reputation without absolute compelling evidence?
