Well, the treaty was made BECAUSE insurgents were expected on Bespin at any time. The foundation was laid to break the treaty before the treaty was made. Boba Fett was already authorized to take Han away before the treaty was made to keep Han on Bespin. I’ll ignore the issue of Boba Fett being a bounty hunter and Jabba the Hut being a mob boss instead of a government authority. I can see that the rest can be seen that way.

I particularly like the one about not building a weakness into your massive super weapon. I mean really, how hard would it have been to put a steel grating over those exhaust vents?
