Its supposed to be an opera. I looked up the guy and this piece. His stage name is Vitas and this is Opera #2. You should check out the official music video, its even weirder. There’s also an english translation so you can read what he’s singing and be confused about that too
i believe the vocalizing bit is the wind, howling around his empty, lonely house. i believe that is what the lyrics are suggesting. it also fits in with the waving arms thing. now i’m considering that the cloths on the faces of the musicians are perhaps laundry; that was caught by the wind and flung in the faces of the orchestra.
if i heard such a wind, i would be heading for a very well constructed bunker!

I knew a guy in choir camp who could pull this off. But he did it with songs like that “Feed the Birds” song from Mary Poppins.
FYI, the technique he is using is called flageolet, or, more commonly, whistle tone. It’s not just that little whiny thing you hear pop stars like Mariah Carey do.
