Yes, it came when she repeatedly refused the lawful order. But she wouldn’t have been jailed for that. She was jailed for assault on the police officer.

Of course not. That might cause someone to actually consider all of the facts associated with this case. Would you allow a family member to sit in a holding cell for three day? Would you consider $500 too high a price to pay? What amount would you be willing to pay? $350? $200? $100? $1?

I am pretty sure yes. She would have been taken to the station, told what she did wrong, given a ticket, then released. When she escalated this into resisting arrest and assaulting the police officer, she guaranteed she’d be jailed.
If you can cite me an example of someone put in jail solely on charges of failing to obey a lawful order at a traffic stop, I will be schooled.
