This one’s for all the kids of the 80s who recognize the style of cartoon being parodied, and of course all the Watchmen fans.

To answer your question, it was Watchmen. More specifically, a parody of Watchmen, made for Internet consumption.
At least a few of the jokes are based on 80s cartoons. Ozymandias and Bubastis sleuthing and being spooked by a mummy is clearly a Scooby Doo parody (and the mummy is a callout to Ozymandias’s namesake), Bubastis’s voice is remarkably similar to that of Snarf from Thundercats, and Laurie’s band is a parody of either Josie and the Pussycats or Gem and the Holograms (or maybe both).
I hated it the first few times I saw it, though I think I finally get it.
Particulary after noticing Ozymandias saving the comedian from falling out the window…instead of throwing him.
That and the ticking clock at the very end.
Owl’s partying and the Pizza are references to the Teenage Mutant Ninja Turtles 80’s cartoon.
Rorshach and the doggies. That’s disturbing.
Was this the first Saturday morning cartoon to deal with incest? That’s the creppiest part right there.

Pretty clever. Nite-Owl dispatches the thug the same way Ozymandius does him toward the end of the book. Likewise, Rorshach poses with the dogs he murders.
And of course, Dr. Manhttan’s transformation is a reference to the great Turbo Teen.
