They haven’t said he’s a backup. They just said “he’s happy with his role”, whatever it is.

Oh, Jacobs is most definitely the backup. That’s not to say that he can’t regain the starting job if Bradshaw gets hurt or struggles. But as a Giants fan, I’ll say that Bradshaw runs with around 6 million times the fire of Jacobs, flat-out refusing to go down where Jacobs seems to fall down on first contact. (As Omni had been saying all the way back in 07. He saw it much sooner than I.)
Bradshaw runs like Tiki Barber lite. And believe it or not, I think Bradshaw is better on the goal line than Jacobs. I get the impression the coaches do too. However, Coughlin has long maintained a policy of not putting the starting back in on short yardage / goal line situations simply as a way to save wear and tear on the starter. So I do expect Jacobs to poach a bunch of touchdowns.
The issue of compensatory FAAB for the botched draft should be resolved before/during this weekend’s waiver period. Pulling a number out of my ass, I’d say give them $40 if we’re also going to do sandwich picks and more if not.
