Surprisingly, Cecil didn’t mention the other source of additional injuries that would be sustained on school buses if they had seat belts: kids hitting each other with them. Seatbelt fights were a common occurrence on the short bus I rode as a kid.
So sixteen years ago they began a two-year investigation. Wonder if it’s done yet…
