Ostensibly, no; it has an elected federal government and secular laws However, the nation does have Federal Shariat courts that interpret and enforce Islamic (Sharia) laws to a significant degree, and in the tribal regions where the federal government has essentially ceded control to tribal leaders it is an Islamic-governed state for all intents and purposes. This, along with the belief that polio immunization campaigns are really an effort to spy upon and influence the public has lead to attacks on program workers.

Smack your forehead all you want but your legal experience aside, the federal government maintains an explicitly religious system for interpreting and applying Sharia law, which is a pretty explicit embrace of theocratic principles. We have our own nutjobs in the US, too, like Judge Roy Moore, but they tend to be marginalized when it comes to trying to project their beliefs on their official pulpit.

And while the tribal areas of Pakistan may be abolished it doesn’t change the fact that government control of those areas is weak at best. There is a reason that the US snuck into Pakistan to snatch bin Laden, and it isn’t because we didn’t want to bother with the paperwork.
