Rumor #1–There is currently (08/24/2024) large-scale rioting in Western Russia.
Rumor #2–in response to the above alleged rioting, Putin is recalling military units from front-lime positions.
These rumors come from strongly pro-Ukraine news sites, & may be unreliable.
The only signals in warfare that travel faster than satcom and fiber optic laser are bullshit rumors.

I can’t find anything from the BBC, Reuters or the Agency France-Presse about either riots or troop withdrawals.
There was a prison riot by Islamic terrorists–but this is quite different from what you are talking about:
Could you perhaps include some details of where these riots are supposed to be happening or what the purported cause is?
The stories (on a YouTube news channel) are too vague.

There was a site where a Poster was allowed to slap somebody with a Wet Trout.
I remember there was a site that would do anonymous remailing - send an email with the address you want to send it to, and it would be forwarded anonymously.
It didn’t take the site long to figure out that was a bad idea.
Anonymous remailing is alive and well; it’s open mail relays that won’t fly because you will get your email server blacklisted. However, anonymity is hardly necessary to spread bullshit rumors.
