As others have said, this looks to be a Shia commemoration of the Ashura holiday.
I actually attended Ashura festivities at a Shia mosque in Kabul. The ceremony took hours with a series of clerics and chanters. By the time the main cleric appeared the crowd had been worked into a fever pitch. The main cleric recounted the story of the betrayal of Hussein and the congregation were openly weeping and some were rending their clothes. After this recounting a procession of flagellants came into the mosque and were chanting and wipping themselves with chains in unison.
I don’t speak Dari or Arabic, but the singing and chanting are incredibly powerful. The whole ceremony is very ritualized and everyone clearly new their part in it.
