Shea Stadium Jumbotron

If someone wanted to propose to their significant other on the Jumbotron at Shea Stadium, would it cost any money?
And as an aside, if someone with a lot of time on their hands wanted to take a teddy bear and make it propose to another teddy bear, would the Shea Stadium people let that go down? Thank you.

that is such a lie, i saw someone propose on that thing, obviously they are willing to make exceptions.
