What TV and movie characters could be most plausibly revealed as being gay without doing violence to the character’s previous history? Of course the character has to be ostensibly gay or at least uncommitted; there’s no point to listing Willow Rosenberg, in other words.
Of your list, I often thought Garak was gay, and quite possibly 7 of 9; she needed Janeway’s approval A LOT more than she liked admitting to yourse.f. Tasha, too, I can see, and Alexander. Not the rest, though.
It wouldn’t shock me at all if Shepherd Book was gay, although as a celibate priest, it wouldn’t really make a difference. Same goes for the various Jedi Knights we see in the Star Wars prequels- Obi-Wan, Mace Windu, etc.
Kaylee Frye could have made a convincing bisexual (as Willow should’ve been, IMO)… someone that loves others for the person that they are, regardless of gender.
Geordi’s little crush on that holochick doctor aside, as well as his one episode fling with that one black alien girl, when in the entire history of ST:TNG did Geordi ever seem like he had a hard-on for women? The first season crush on Tasha Yar? Puh-leeze. He wanted Yar as his beard.
Q has to be gay. Much as I hate to stereotype, his outfits and wardrobe changes alone were just too fashionable and frequent for a heterosexual omnipotent being to fiddle around with.

I don’t get that vibe from her. She doesn’t have a very eventful love life (so far as we know), but I have seen her get laid by at least one guy (a sleazy newspaper reporter, and she had cause to regret it), and I’ve never seen her even flirt with a woman.

I don’t recognize that book as canon. I feel instead that Thomas Harris blew through two or three advances in Italy while he was supposed to be writing the book and was contacted by his editor at St. Martin’s Press demanding a manuscript. He then dashed off Hannibal over a weekend, intending that it would be recognized as so awful that the publisher would demand a rewrite; then, to his horror, they printed it, forcing him to go into hiding.

This is not entirely serious, but with some poetic licence, I think the following might be meandered to:

Obi Wan Kenobi is in the closet (gay somewhere in the back of his mind)
Chewbacca - hot for Han Solo, but knows it would ruin their friendship
Princess Leia - swings both ways, AND may be into incest
Bib Fortuna is Jabba’s ‘Mr. Slave’
Jabba is multispecial/multi-sexual, sees sex purely as a power play
C3PO - secretly hot for R2D2, but has deep-seated frustration from R2’s constant rejection. He gets moody about the whole thing.
Boba Fett hits for both teams with S&M - he’s into disintegrations, had an experience with Darth Vader once
Governor Tarquin doesn’t wash after torture sex, leaves a foul stentch for all to smell up and down the halls of the Death Star.
Biggs is gay - couldn’t wait to give Luke the ‘Low-down’ after the battle.
