East St Louis IL is the closest Ive ever come to a third world country. As of the last I saw of it: No police (I think I heard the National Guard was trying to maintain L & O), no garbage collection, no traffic signals, stop signs either torn down or moved to random places not associated with intersections, no road maintenance. Havent been back in a while/no intention to.

You can buy alcohol in almost any store, no matter what else they sell.

A free-standing department store, where there used to be an entire mall.

You’re near a stadium.

Not providing a cite for this wasn’t due to not looking; trust me on that. I’m pretty sure I did hear this on CNN. Maybe it WAS foster children, like that other poster said.
