Exactly–plus he only showed up, at most, four times ever.
As a joke/tribue.
Before DC got the rights to the Fawcett characters, there was a tribute to Captain Marvel named “Captain Thunder”… Some kid (Willie Watson, maybe?) said a magic word which caused a comet-like burst of energy to hit him and transform him into the adult Captain Thunder
There was also a group of Legion villians who were kinda the Fantastic Four; “The League Of Super-Assassins”. It was Gerry Conway, so it wasn’t a very good tribute/parody/homage thingie, but it was an attempt. You had:
[ul][li]Neutrax-A super genius type (who could also neutralize powers)–not a very good analogue of Mr. Fantastic until you remember that the meme at the time was the Mr. F’s power was his mighty brain–his stretching was just a side effect.[/li][li]Mist Master-could turn into various gasses and become invisible-Invisible Girl analogue[/li][li]Blok-Big rocky guy-obvious Thing take-off[/li][li]Lazon-Could turn into energy-Human Torch take-off[/li][li]Silver Slasher-Silver-coated type with claws-Silver Surfer[/li][li]Titania-Big macho woman–Thundra (who Conway created in his unfortunate run of FFs).[/ul][/li]
The U-Foes (stupidly named Hulk baddies), created about this same time were almost identical in their knock-off of the FF. You had Vector (the leader and again, not a good Mr. Fantastic analogue) who could repel things from him, Vapor, a woman who turned into gas, X-Ray who turned to energy and Ironclad, a big rocky/metal guy.
