2)Dynamo has a belt, no powers. Same for NoMan. Lightning, I think, had actual powers, as did Menthor, but he was a double agent, so he doesn’t count. There’s the second Menthor, though. All Raven had was wings and I think they were fake, too. So… you can’t.

Bill Gaines’ father was named Max Gaines, not William Sr. E.C. originally stood for Educational Comics and was changed by Gaines fils to Entertaining Comics when he took over the line (after his father’s death in a boating accident). Max Gaines, BTW, invented the comic book and later became one of the owners of what has since become DC Comics until he was bought out by his partners and used the proceeds to start EC.
Just to add some more detail to that…Harley got through college on a gymnast’s scholarship. This is wear her extreme flexibilty and great moves come from. Not the brightest clown in the circus, she used her feminine charm to pass her difficult courses. Started working at Arkham, met and fell in love with Mistah J, helped him escape, and became Harley Quinn in an attempt to win his love. He viewed her as a scape goat mostly, someone to do the dirty work, despite the fact that the crazy broad really truly loved him.
HOWEVER, when Harley Quin was brought into Batman cannon that changed. Poison Ivy injected Harley with a serum to protect her from the various poisons and toxins of Ivy’s lair. The serum worked. But, for unknown reasons it also increased Harley’s speed, agility and strength. She had gymnastic skill before(her history retains the gymnastics scholarship). But now, she could win Olympic gold without effort.
