There’s a shopping complex near me (Home Depot, etc.) in whose parking lot car remotes usually don’t work. You have to actually use the key to lock/unlock your car doors. But occasionally they work. What could be the cause of this?

Observable, repeatable evidence of multiple cars, multiple times, in multiple locations in the lot would narrow it down some.
While super unlikely, there is a criminal technique that relies on jamming vehicle fob signals.
Sounds like there is a RF leak nearby. The FCC would be interested. Various Armed Forces radar systems have been known to play havoc with anything using the RF spectrum.
Obviously that’s not the only place I park. The remote works just fine everywhere else.
