If you could do only one, would you have dinner at the Skylon Tower or the CN Tower? (If your want to skip both, though, I’d appreciate hearing where you’d go to eat instead. Assume that you are hungry, are standing on the Canadian side of the falls but have access to a car.
Eating the car is not an option, driving it over the falls would be frowned upon, but restaurant suggestions would be greatly appreciated.

Hungry and standing near the falls? Skylon. Otherwise you’ll be hungry for hours until you get to the CN Tower’s restaurant.
Besides the Skylon has Niagra Falls right there while the CN Tower has Toronto, a vast expanse of flat water and maybe a smudge of haze in the distance that people will insist is the falls.
First, I must reluctantly agree that the CN tower is great, but driving to Toronto from Niagara Falls just to have dinner at the CN tower is probably not your best bet. Actually, though I enjoyed the view from the Skylon, I was a little underwhelmed by the food.
Then again, the best meal I’ve had in Niagara falls was at the Keg Steakhouse at the Courtyard Mariott on Victoria, a few blocks up from the top of Clifton Hill. Take that with however much salt you please.

Well if I’m near Skylon Tower, I would eat at the nearby Coco’s, if I’m closer to the CN Tower then I would eat at the Subway Sandwich Shop a few blocks away.
This assumes that Canada let’s me in after that unfortunate moose incident back in '87.

I would so not drive to the CN tower if I was already in Niagara Falls. I would recommend the Copacabana a Brazilian Steakhouse (all you can eat meat!).
I have eaten at both the CN Tower and the Skylon Tower and while it was interesting, the food is meh.
Forget about the view. If you’re in Niagara Falls and want an awesome dinner on the Canadian side go here. And if you need a place to stay the Sterling Innthat it’s a part of is gorgeous and comfortable too. It’s a couple of blocks from the Falls itself but it’s well worth the short walk.

…would I be wearing out my welcome in Canada if I asked about a few cool places nearby to visit? Yeah, there’s the Falls… but gosh darn it, that’s wine country. I’ve heard rumors of mythical vineyards on the CA side of the Falls. I’ve done the NY side; all the way up to Sodus Point.

These guys do great tours and they drive so you can both taste your way through multiple wineries.
The vineyards are easy to find; just pick a road and drive down it, you’ll hit one eventually. Grab one of the maps that they all give out (or pick one up at the LCBO if you see one of those first) and go from there.
I recommend Henry of Pelham. Plan to be there for lunch, order some of their rosé and buy some fine cheeses from their shop for a picnic. Amazing stuff.
