Slide-show style live broadcasts from abroad

Sometimes I will see news reports broadcast from, say, Iraq, where the feed is only sending one visual image every second or so. So we see a reporter standing there sort of jumping around while we listen to him speak.

Is this really necessary? Or is it just a way to make things appear all hectic and really “live” live?

I know we are capable of broadcasting from anywhere in the world using normal, fluid live footage. (Because, well, you see it all the time.) So why do they resort to this herky-jerky feed sometimes?

Using a satellite phone perhaps, especially if it’s a location not conducive to hanging about with the full uplink equipment?
