Nah, he was the the “mannerless” promoted. I think YO hit the nail on the head – he is technically the superior; but he is not secure enough in that position yet to know that a good officer is too wise to throw his weight around for nothing; he knows CHIEF knows more than he does; he knows CHIEF is probably better at his job than he is; and he is threatened by all of it. It’s a particularly unattractive combination of paranoia and a swelled head, but it’s not like it’s a rare combination, or one found only in the service. But a jerk’s a jerk, in the military or out.
