“Racist” may not be the best term, because I’m not sure if you believe any groups are inferior. But there are hardly more anti-semitic actions that one could take then to turn in Jews to a government that is persecuting Jews. Similarly, there are hardly more anti-Tutsi, or anti-Armenian, or anti-white, actions that one could take then to turn in Tutsi/Armenians/whites to a government that is persecuting this group.

Assuming the alternatives are “Turn in people of Ethnicity X” or “be imprisoned and possibly killed for harboring Ethnicity X”, turning them in is the only way to fulfill both my obligations to the state and to myself. I get one lifetime and then I cease to exist for all of history, so it makes absolutely no sense for me to lay my life on the line for anyone or anything.
There are other alternatives – try to hide them where they won’t be found, hide yourself, attempt to leave the country, join the resistance, etc. You chose the worst of all options. And you have no obligations to a state that persecutes an ethnic group.
