Does the president unilaterally decide when a new Air Force One is built? Or does the Air Force, Secret Service, whoever get together and decide it needs to be replaced and Congress approves the funds?
I haven’t the foggiest idea if $4B is a reasonable cost, or even if that is what it costs. The $4B number may have come from the same place most of Trump’s facts and figures come from.
Also, I wonder if Trump plans to announce all his decisions via Twitter.

From Business Insider, the cost of the program is $3.2B, for two aircraft, spread out over a decade. It’s not clear to me whether that includes operating costs over that time. The article also notes that AF1 is equipped with a shitload of communications and security features, including:
No gold plating though, as far as I can tell.
Anyway, $3.2B is still a crazy amount of money, but it’s not an upfront check for a single airplane, as Trump’s tweet would seem to suggest to the casual observer, or originator.
ETA: Business Insider says the retail cost for a standard 747-8 is $367.8 million.
