Air Force One is whatever plane the present happens to be in, so he will most likely use it once or twice and then have it as a fleet vehicle and then use it for persoal use if he ever leaves office. Its just another grift.
[nitpick] “Air Force One” is whatever Air Force aircraft the PotUS is on. If he’s on a Marine aircraft it’s “Marine One” (usually a helicopter). If it’s a civilian aircraft it’s “Executive One”. Presumably, if it’s a Navy aircraft it’s Navy One. And so on. [/nitpick]

I thought about “especially when,” which is how I understand the line, but I thought it was too loose a translation. I suppose it’s not too big a leap from “and also,” which is more literal.
