That’s an understatement- every time there’s heavy rain, there are all sorts of dire flooding pronouncements because the reservoirs and lakes are so full that all the rainfall is essentially excess to their “normal” levels, and they end up just releasing it downriver.
Texas is a big place though; in N. Texas and SE Texas, the drought is over, and there’s a surfeit of rain and water. In central Texas- the Austin area, they’re still pissing and moaning about droughts and what-not, but I’m convinced that most of that isn’t actual drought, but rather aggravation at the water conservation measures instituted as part of the drought, and then kept on afterward as environmental friendliness by the city government.
