I work in a state agency, and I just received this email (presumably sent to all state employees):

I’m not much of one for flag etiquette, but it seems to me that we’re so gung-ho to half-mast them that I’m starting to count it unusual to see a flag at its full height.

As a mark of respect for the victims of the senseless acts of violence perpetrated on September 16, 2013, at the Washington Navy Yard, by the authority vested in me as President of the United States by the Constitution and the laws of the United States of America, I hereby order that the flag of the United States shall be flown at half-staff at the White House and upon all public buildings and grounds, at all military posts and naval stations, and on all naval vessels of the Federal Government in the District of Columbia and throughout the United States and its Territories and possessions until sunset, September 20, 2013. I also direct that the flag shall be flown at half-staff for the same length of time at all United States embassies, legations, consular offices, and other facilities abroad, including all military facilities and naval vessels and stations.
IN WITNESS WHEREOF, I have hereunto set my hand this sixteenth day of September, in the year of our Lord two thousand thirteen, and of the Independence of the United States of America the two hundred and thirty-eighth.
This can only mean that Obama wants to take away all your flags!
I predict the sale of flags will spike now. Obama is the best flag salesman ever.
Federal law (4 USC § 7(m) et seq) provides in pertinent part:
Of course, there’s no actual penalty for disobeying the President. See, e.g., Holmes v. Wallace, 407 F. Supp. 493 (Dist. Court, MD Alabama 1976).
The President’s official order only states that flags at federal locations will be lowered. He certainly has that authority.
This would leave states and other non-federal government agencies free to make their own choices.

We already know that a Kerry campaign is about as exciting as ketchup pouring.
What you didn’t get the memo? Yes, Aaron Alexis specifically went to the Navy Yard to kill 12 people specifically so a few here at this message board can “crack jokes”.
Actually, it says, “…the flag of the United States shall be flown at half-staff at the White House and upon all public buildings and grounds…”, although I don’t think he has the authority to “order” non-Federal public locations to do so.
It says, “…all public buildings and grounds, at all military posts and naval stations, and on all naval vessels of the Federal Government…”
It makes no mention of all buildings and facilities everywhere, just Federal ones.
A state flag should not be flown higher than the U.S. flag according to the flag code. If the U.S. flag is being flown at half-mast, so should any other flags be that are displayed with it.
Of course, as noted above, there are no penalties for failing to comply.
I don’t need some president guy bossing me around. I’ll do what I wish with my flag, like patriotically wear them as jorts.
Half-mast is when it is being flown at sea.
Half-staff when on land.
