Software to easily quickly design fictional city town geography

Is there any such thing as software that will allow quick and easy designing of a fictional setting, in particular a town or city? I’m think of something that allows quick point and click of roads, streets, rivers, a handful of building shapes and sizes, and labels, which allows easy rearrangement.

I’ve tried using the shapes function in Word or graphics software and they require too much fiddling. Is there anything that might be easier? And not excessively costly?

Not really what you are looking for, but back in my early teens i remember SimCity having a sandbox mode where you could build infrastructure and buildings without regard for a budget.
