Breaking News on BBC. Story here.

Bizarre. Onlookers thought two men were trying to help the guy, then noticed they were hacking him. And BBC TV is saying instead of the fleeing, they hung around and seemed to be waiting for police to arrive. Then walked toward police arms hanging down but holding a gun, so police shot and wounded them. Before police arrived, they unleashed a diatribe on a camera against the British government, waving bloodied hands.
