PS - There were other T.H.U.N.D.E.R. agents who had super powers. When the accelerator ray was developed that gave Lightning his speed, they accelerated the T.H.U.N.D.E.R. team to combat the effects of the slow-down dust the Warlord used.

Yes, Shodan – the Jay Garrick Flash fought Sieur Satan et. al. in the first Flash story.
As for I – he appeared in the story “The I Who Defeated the Justice League.” The JLA killed him, whereas all he did to them was to make them unable to fight as a team.
