She’s twelve for the whole song. The narrator came across her on the crawl, turned out by her father. He empathizes with her and tries to “rescue” her, but she quickly ditches him and gets back out on the street.
I think “in two more she’ll be whore” suggests that he sees that she’s still a child and has all the attendant potential, although she’s being prostituted – but if things go on the way they have, soon she’ll be a whore in an existential sense. She doesn’t have any strong desire to find some other way to live – it’s already too foreign.
