I was wondering if there is a cop trick where the passenger side cop comes running towards your ca with his hand on his gun so that the occupant of the car flees the scene? This is done so they can charge the driver with a couple of felonies

Is running from the police even a crime if you have no outstanding warrants? And if there were not, why run?
There is a SCOTUS ruling that simply running at the sight of a police officer can be PC to pursue and detain.
Also, there are a few rulings that when a vehicle is stopped all occupants inside are seized and not free to leave at the officers discretion.

I can’t picture a scenario where the police would run up to a car that was stopped and there was just suspicion of, but no proof of illegal activity.
The OP makes little sense but the way you’ve worded this doesn’t either. Reasonable Suspicion is enough to investigate (including running up to a car) in an attempt to gain “proof” of illegal activity.
If I am understanding this - the cops want to detain or arrest someone but need cause. So one cop rushes the suspect and he panics and flees. Now the remaining cop can pursue the guy and arrest him for evading arrest, speeding, endangering an officer, etc. Yep, that’s a trick alright.
Why would your response to the police officer approaching the car (even if they’re running at the car) be to flee? As it is with the trigger-happy cops we have today, I’m not doing anything but keeping my hands on the steering wheel in full sight until instructed otherwise.

Two cops in a car? Our local police are so understaffed sometimes they’re lucky to have ONE cop on every scheduled patrol.
