Squiggle Code: Open C, Closed C, O?

In Cecil’s meticulously researched column on deciphering the candy codes, http://www.straightdope.com/classics/a2_062.html
he explains that in the Universal Candy Code, chocolate cream=open C, cherry cordial=closed C, and orange cream=O. Now, what the heck? If you close a C, isn’t it an O?

What am I missing here.
