first of all, what did the “criminal organization” aspect mean for the actual SS members who were not tried for any crime, such as combat veterans from Waffen SS? Was there any practical meaning in this declaration beyond rhetorical effect?

Also, so what are the implications for today? Like could American occupation authorities call some parts of Baathist Iraqi government a “criminal organization” and would that mean anything?

I think that it is some kind of legal wrangling, so that, in absence of some type of war crimes tribunal, the governments that want to can use police forces, rather than military resources, to arrest some aged SS members.
