Steps taken to prevent survivors from severe weather
It sucks bad enough that you’re going through a severe storm. It sucks even worse that you’re so poor you can’t get out of the way or even do much to protect yourself. What’s really bad is when the government’s stated goal is to ‘prevent survivors’.
Or maybe the translator’s on crack. That’s my guess. 
Reviewing the article, there is no mention of weather beyond the headline. It’s about what’s being done to help the earthquake survivors in Pakistan. The last paragraph is a bit odd, and supports my theory of the Mad Freebasing Translator:
“I’m sorry, but aftershocks are just not family-oriented. I’m going to have to bleep that out and possibly add a few black bars.”
