The rest of the poor absolutely could improve their lot in life if they want to. It’s not a question of ‘lazy’ or not - growing up, hell the poor people around me all worked like donkeys. I would say looking back that the ones that got out and the ones that didn’t, the main difference was the choices they made with the money they had. Basic education in home finances could probably do more than any tax break the government wanted to offer.
