Bush does not have high-society charm, he has beer buddy charm. The latter will get you elected, but the former is what helps among a lot of the people presidents hang out with. Bush embarrassed himself in front of the Queen of England, for crying out loud! With many of those high-society people, you need to be able to talk intelligently about difficult topics, and Bush fails miserably there. Tony Blair, sleezeball that he was, had both kinds of charm, and was able to accomplish a lot with it, including leading the UK into a war that the majority of the population opposed from the outset (as opposed to the US, where the majority were in support, IIRC). You’re right that Bush was charming enough to do a lot, but if he were Blair-level charming, hecould have done so much more [shudder].
To me, personally, Bush is more cute than charming, in that silly old man kind of way. Just wish he weren’t Prez.
