The Romans didn’t have a problem with terrorism. Their enemys knew what would happen to them.

Huh? What could a terrorist do against Rome? And deterrence only works if you can actually do what you’re threatening. We can’t. We don’t know where the terrorists are.

Is that so now? Ever hear of the Thracians, the Visigoths, or the Vandals? Obviously not since otherwise you might have spared us dimwitted commentary as above and known that the latter lent their name to the very word that we since use to describe wanton and meaningless destruction. Maybe terrorism the way here discussed wasn’t exactly what it was about, but I’m sure that a good portion of the Roman citizenry would have labeled for instance Spartacus and his 20 000 followers as terrorists while they plundered, raped and murdered their way south.

While on Spartacus; he was actually in bonds of slavery as an imprisoned leader of the Thracian insurgence against Roman occupation. It was a favored method of the Thracian rebels/freedom fighters/terrorists to attack anything Roman, legionnaire or civilian. Guilty or not if you were Roman you were in for it. They had the idea that Rome would piss off out of their land if they just made 'em scared enough. Ring a bell does it?

You might also note that crucifixion of 10 000 of Spartacus’ followers in a long row running all the way from Pompeii to Rome along the Via Apia, although quite spectacular as far as deterring punishment goes didn’t stop for instance the attacks on Romans in Gaul and Thrace. As a matter of fact the boys who stopped good old Sparty, Cnaeus Pompeius Magnus and Marcus Licinius Crassus argued at length regarding the brilliance of the idea. In the end iron fist Pompey won the floor and out came the hammers and cross beams. Not that Crassus was a softy. Had he gotten his way he would probably have sold the whole crowd to some salt mine, true to habits of his like taking peoples burning houses as security for the exorbitant fee his fire brigade would charge to put the fire out and then repossessing the same house once the fire was out.
