I could envision a coalition of “blue” states forming, with the primary goal of reconstituting replacements for the federal services that the Felonocracy has destroyed. They will reject his right to marshall the Guard in their states, or his right to bully them, by declaring that he is operating outside the bounds of Constiutional intent. They will not withhold the services they establish from the people of the “red” states but may decide to snub the governments of those states. It will be accomplished in an otherwise non-hostile way that makes pursuit of anything like civil war extremely difficult to justify.
