I’m working from memory here, and it’s been a few years since I last saw the movie, but I believe the jazz club was supposed to be on East 59th Street, just east of Second Avenue. The stairs are the stairs onto the (then) walkway over the Queensboro Bridge.

I think the structure is still there, yes, although Google Maps street view shows it obscured with constructions structures. I don’t think (I could be wrong) that the stairway leads to the walkway anymore - I think they’ve moved the walkway to the other (north) side of the bridge. But it’s been a few years since I walked over that bridge, or even set foot on that street.
