Is it size? Is it types of instruments included?
A symphony is a particular form of music, usually in multiple movements. An orchestra is a large group of musicians playing multiple instruments.
Those threads basically explain it - but the confusion in the OP is perhaps because of the American use of ‘symphony’ as shorthand for ‘symphony orchestra’.
