Young is yelling at the police. They tell her to go away. She does not at first. Officer Mahan reports (and it is s seen in the video) that he grasps her left hand to put her under arrest and presumably cuff her. At this point Young resists, or depending on your point of view, changes her mind and decides to comply with the earlier command, and turns to walk away. Mahan shoots her in the back with his Taser.

By brief searches find:
Florida does not have Common Law right to resist unlawful arrest. They have two statutes, and Young was/is going to be charged with 843.02, resisting without violence. It looks like FL would have to prove that her arrest was lawful.
