How did the driver know she was 16? In many states (and nearly all countries), she would have been of age of consent, but not California.

I think anyone hearing of a girl bring delivered to a “John” for money should play it safe and let the cops verify age of consent and the legality of the situation.
If there ever was a case that warranted a bit of suspicion, this is one of them.

And even in lower-AoC jurisdictions, involving people under 18 in illegal activity is a more severe offense. Plus in any case, this is one of those “see something, say something” scenarios where if something looks suspicious it’s better to have it looked at.

Unless they were in Nevada, age of consent is irrelevant.
So all three were arrested irrespective of age, and they were charged with a crime for which age is not a factor. And the taxi driver’s testimony is not that they committed a crime, but talked about one. Did an indictable act of prostitution ever take place?
Unless the older women were charged with contributing to the delinquency of a minor, there is no story here.
So if you heard two people discussing burning down someone’s house and they had gasoline and matches with them, and were heading to the address you’d think there was no cause to call the police and the police had no cause to do anything?
Discussing a crime and taking overt steps to execute the crime are two different things.
Getting arrested is pretty easy - people get arrested and then let go without charges all the time. If you’re present as a bystander to, say, a barfight you might well get arrested just for being there. Then let go later. Ditto for, say, being on the street when some group decides to hold a protest. I know some people equate being arrested with being convicted but they are not at all the same thing.
The key here is that apparently sufficient evidence was found to press charges - presumably after the arrest the police did a little digging and found actual evidence of wrong-doing. Hence the charges.

And possibly even then. Does Nevada legalization actually allow for delivering prostitutes to “johns”? I thought they were restricted to heavily regulated brothels.

jtur has some odd beliefs about the police & incarceration. He has said before that he does not think anyone should be arrested for anything, and that if he is ever on a jury he will vote to acquit, no matter the crime, simply because no one should be incarcerated.

Yes, this is so. Outcall and stretwalking are not allowed. Plus it is county-by county with the counties that include Reno and Vegas excluded altogether. (In Reno and Vegas it is “illegal” but sometimes winked at as in most big cities.)
